Ésas fueron las últimas palabras del orador de la fundación EcoMaipo en su presentación de observaciones al PHAM (Proyecto Hidroeléctrico Alto Maipo) en la reunión en San José de Maipo, luego de eso la ovación por parte de las más de 200 personas presentes fue total. Entre otras, las observaciones presentadas más importantes fueron:
- Datos errados sobre la potencia esperada generadora de energía (530 MW) en virtud de la disminución de los caudales de los ríos. Se ha detectado que los caudales no podrán generar los 530MW y que éstos corren riesgo de secarse.
- Pobreza absoluta respecto a las consecuencias en la comunidad y el impacto social de tener una central próxima a sus viviendas (sumándole a esto que el área de trazado de las líneas de alta tensión aún no se ha definido). Estos temas no fueron tratados en el estudio de impacto ambiental.
- Relacionado al abordaje del impacto social se presentaron reparos respecto a la metodología de levantamiento de información. El estudio mencionaba que harían entrevistas en profundidad a los pobladores del sector y con suerte se registra la entrevista de un arriero sin nombre. Insistimos, el Estudio de Impacto Ambiental no toma en cuenta los efectos a nivel humano que pueda tener el proyecto.
- Omisión del valor arqueológico y científico de algunos sectores (excluyendo una parte del camino del inca que queda en el sector Lo Encañado) que se vienen estudiando desde hace más de 20 años. (si no nos equivocamos es el área del Manzano II).
- Importancia de ciertos sectores en el Cajón del Colorado mal descrita, lugares con abundante vegetación fueron seleccionados para instalar campamentos siendo que, por ejemplo, a escasos metros se encuentra un lugar casi desértico con un daño enorme al ecosistema provocado por la actividad de la Minera La Perla.
- Fue destacada la presentación del Ingeniero Roberto Román (Ingeniero en Mecánica, Profesor de la Universidad de Chile, miembro de la ONG EcoMaipo, presentación disponible AQUÍ con la sola restricción de hacer referencia al autor si es utilizado de cualquier forma) quien da cuenta de una serie de debilidades del estudio en los siguientes sectores (Engorda, Yeso, Alfalfal, Aucayes, Manzano) y que además aborda la actividad del turismo y en cómo esta se podría ver perjudicada. El mismo señala cómo el sector de la Engorda podría verse perjudicado para los escaladores que visitan el lugar.
- Uno de los más importantes puntos tratados fue la imposibilidad absoluta por parte del PHAM de generar la cantidad de energía que indica en SU estudio, dado que por ejemplo, indican que sacarán del Río Colorado más agua de la que en ciertas épocas del año tiene el caudal de este río, según informes de la DGA (Dirección General de Aguas). Además, los caudales ecológicos calculados en el Estudio de Impacto Ambiental deben ser reestudiados porque representan una cantidad mínima de agua que, extraoficialmente hablando, la DGA no debería permitir.
En el siguiente video se puede apreciar el final de la mencionada reunión en San José de Maipo y las conclusiones lapidarias que invitan a la reflexión y a la acción.
¿Qué se puede hacer? Todos podemos hacer algo, el proyecto se encuentra en pleno proceso de participación ciudadana y cualquier persona, ya sea natural o jurídica puede realizar observaciones al Estudio de Impacto Ambiental. Existe un formato de observaciones el cual se puede descargar AQUÍ así que quien quiera realizar sus observaciones debe primero leer el estudio y, por favor, dejar sus observaciones en la CONAMA antes del 27 de agosto, fecha en que expira el plazo para realizarlas. Es importante además involucrar a la mayor cantidad de personas, si tiene familiares y amigos cercanos que quieran colaborar, entreguen un documento por cada uno de ellos, no importa si hay observaciones que se repite, de hecho, éso es lo mejor que puede suceder porque ésa es LA forma que tiene la CONAMA de evaluar el peso de cada fundamento, a través de la repeticion de los mismos en las observaciones ciudadanas. (esta idea no es nuestra fue tomada aprovechadamente de www.noalaplantadegas.org, espero no se molesten, todos estamos en la misma muchachos). Así que a leer y a escribir observaciones, a través de este medio también iremos publicando algunas para que las agreguemos quienes lean.

Yo soy estudiante de Ingeniería Hidráulica de la U. de Chile,y en su momento tuve clases con el profesor Román en un seminario y me parece muy bueno que el forme parte de una organización a favor de conservar las pocas áreas verdes y reservas que tenemos en nuestra región.
Por mucha o poca energía que se logre generar, yo creo que es tiempo de darse cuenta que la misma no puede seguir obteniéndose indiscriminadamente a costa de nuestros recursos y que los estudios de impacto ambiental no pasen a ser meros trámites o estudios inventados para cumplir con la normátiva.
Muy buena iniciativa, me aseguraré de difundirla entre mis compañeros, algunos estarán a favor o en contra, pero lo importante es informarse y ver de que manera las grandes empresas se las arreglan para generar energía que no las aprovecharemos nosotros los Chilenos, sino que las grandes mineras, las grandes empresas con capitales extranjeros que finalmente explotan nuestro país, pero no el suyo.

Amigos, me gustaria que consideraran la posiblidad de hacer una lista sistematizada de los motivos irrevocables por los que no deberia desarrollarse este proyecto. Esto, a proposito de dar la posibilidad de hacer observaciones a todos aquellos quienes tienen dificultad para leer, etc. Quiero decir que no todos estamos en las mismas condiciones para afrontar un texto de semejante embergadura como lo es un EIA. Así que realizar observaciones, es un derecho para la élite intelectual.

Apoyo en gran parte lo que ustedes han posteado en este blog. Estoy haciendo un reportaje sobre el cajon del maipo y descubrí esto: parte importante de la gente del cajon del maipo SI quiere la hidroelectrica. para ellos es una opcion de trabajo, y desean conocer el proyecto, a sabiendas de que deben exigir ciertas "indemnizaciones" al pueblo (no en plata, sino en inversion de mejoramiento poblacional, responsabilidad empresarial)
Actualmente, la gente del cajon del maipo vive de la minería con cerca de 5000 puestos de trabajo (son 13 mil habitantes). Gracias a los ecologistas de la zona, SAG y CONAF, sus puestos están en peligro. el año 2006 se declaró zona de interés científico para la minería cerca de 244,476 hectáreas. Esto quiere decir que la explotación minera está prohibida en la zona.
Lo gracioso de esto, y según el estudio de Sernageomin, es que la extraccion que se hace ahí (que es de yeso y caliza, y que a nivel nacional equivalen al 94,4% y el 54% de la extraccion respectivamente), al ser un material no metálico, no causa daños a la ecología ( a menos claro que se caiga un camion al rio... pero no se ha dado nunca, y estos materiales NO SE PROCESAN EN EL LUGAR, que es lo que genera los desperdicios.
La gente del lugar está aterrada de perder su trabajo. entienden que la hidroelectrica puede ir en beneficio de ellos siempre y cuando cumplan con las responsabilidades empresariales, tan de moda en estos días.
Sabían todo esto? podemos estar en contra de la hidroelectrica, pasando sobre la gente del lugar, casi tratándolos como personas sin opinion ya que "no entienden"?
Creo que la opinión de ellos vale, no?
